RECENT MATTERS

  • Serving as co-bond and lead tax counsel for aggregate of $1.2 billion of revenue bonds issued by the State of South Carolina securitized by tobacco settlement payments to the State. 
  • Successfully guiding a municipality and a nonprofit corporation in the financing and construction of a multi million dollar, state-of-the-art city hall. 
  • Negotiating and drafting a design-build contract for a large water treatment plant. 
  • Drafting a design-build procurement ordinance for a county government and then successfully defending a court challenge to that ordinance. 
  • Drafting and implementing Freedom of Information Act policies that address open meetings requirements, response to FOIA requests, executive session parameters, and preparation and retention of minutes. 
  • Successfully represented several public and private entities in the renewable energy sector regarding the constitutionality of the South Carolina Renewable Energy Infrastructure Development Fund.  
  • Serving as bond counsel for several billion dollars of public power utility revenue bonds for the South Carolina Public Service Authority, including a $436 million issue in 2008. 
  • Serving as bond counsel or underwriter’s counsel in 2008 for over $737 million in public and nonprofit hospital financings and interest rate conversions.
