Jeremy, co-leader of the firm’s Public Finance practice group, was recognized for his work in Charleston, South Carolina, while Theodore received the honor for his contributions in Columbia, South Carolina. Haynsworth Sinkler Boyd’s Public Finance team served as bond counsel on over $2 billion in transactions in 2025. Jeremy and Theodore have more than 60 years of combined public finance experience, all at Haynsworth Sinkler Boyd and its predecessor firms.
The "Lawyer of the Year" designation ranks among Best Lawyers' highest distinctions, awarded to a single attorney per practice area in each metropolitan area. The honor reflects the highest overall peer feedback within a given specialty and geographic region, selected through Best Lawyers' rigorous
peer-review process.
Jeremy was previously named "Lawyer of the Year" for Public Finance Law in Charleston in 2024. He has been listed in
The Best Lawyers in America® for Public Finance Law since 2020 and for Economic Development Law since 2021.
During his nearly 30 years with the firm, Jeremy has handled nearly every type of bond issue for cities, counties, state entities, special purpose districts. school districts and nonprofit entities (including hospitals and retirement communities) across South Carolina, including projects totaling more than $800 million in 2025. Jeremy also represents counties and companies on Fee-In-Lieu of Taxes and other economic incentive matters for projects ranging from automobile manufacturers to corporate headquarters and distribution centers, and he has handled more than $5 billion of such economic incentive projects in recent years.
This year marks the third time Theodore has been named "Lawyer of the Year" for Public Finance Law in Columbia, having previously received the distinction in 2011 and 2017. He has also appeared in
The Best Lawyers in America® for Public Finance Law continuously since 2003.
Theodore has 38 years of experience counseling South Carolina governments in public finance and related matters. He has represented the State of South Carolina, municipalities, counties, special purpose districts and school districts as bond counsel for general obligation and revenue bonds, tax anticipation notes, bond anticipation notes, installment-purchase financing and equipment lease-purchase contracts, among other financing structures. He has also served as counsel to financial institutions and underwriters in connection with the issuance of indebtedness by public entities. Theodore is a Fellow of the American College of Bond Counsel and currently serves as Chairman of the Columbia Museum of Art Commission.
