Meet Carol

Carol Clark serves as bond counsel and underwriters’ counsel in public financings.

As bond counsel, she represents counties, cities, school districts, special purpose districts and other political subdivisions.

Carol has been lead counsel on revenue bond issues, general obligation bond issues, lease/purchase transactions, Tax Anticipation Notes, Bond Anticipation Notes and Certificate of Participation financings for clients such as Charleston County School District, Dorchester County and the Greenwood Metropolitan District.

She has also served as underwriter or disclosure counsel for Wells Fargo Bank on utility revenue bond issues, including revenue bonds issued for the City of Charleston Water System, the City of Rock Hill, the City of Anderson and the City of Greenwood.
